Now Bihar means serious business - Modi
Firebrand
leader of JP movement, Shushil Kumar Modi is now at the helm of affairs
in the Bihar Govt. He is one of the few ministers who are tech savvy and computer
friendly and interestingly a regular browser of Bihar Times. In an exclusive
interview to Ajay Kumar , editor, bihartimes.com, he asserted that he was
going to market Bihar in Hyderabbad NRI meet with a highly professional killing
instinct. Now Bihar is in the hands of a new set of politicians for whom Bihar
means business.
Q.
In a changed situation as it is, people particularly NRIs (Non resident Indians)
and NRBs (Non resident Biharis) have very high expectations from your team.
How will you mobilize them to invest in Bihar?

A. From the very first day, we have given the signal that Bihar means
business or better you can say serious business. We have constituted a high-powered
Investment Promotion Board for fast disposal of any investment proposal in
Bihar. We are going to attend NRI meet in Hydrabad with full preparedness.
Everyone is in agreement that if India has to progress Bihar can't be left
behind.
Q. What kind of incentive will you provide to them?
A. We have prepared our blue print to invite investment, infrastructure development, tourism, and agro processing industries, communication, power, road, information technology and entertainment. . The government has taken a decision to meet 50% investment of prospective investors on the purchase of land for setting up technical and medical institutes and waive 50% of the stamp duty on the registration of land. The govt. will have power point presentation before NRIs to convince them about real potential for investment in Bihar.
Q. What's your top priority for "Resurgent Bihar"?
A. Certainly, development of infrastructure, agro-processing industries, use of e-governance in decision making. Utmost important is general environment for investment in Bihar.
Q. Bureaucratic bottleneck in decision making and casual approach of govt. officers have largely tarnished the image of Bihar.
A. We do understand it and personally I will stay for a few more days in Hyderabad to understand the working of e-governance in govt. offices. We are determined to make our decision making process fast and transparent. I will soon have my personal website for all kinds of feedback from common people. Soon you will find a change in the working of govt. in Bihar.
Q. But how will you allay the fear of Law and Order among investors?
A.
From the very first day law and order is our top priority and we have given
the signal that govt. will not protect any criminal whatever his political
connection may be. A general sense of security can be seen everywhere. We
are putting all our efforts to make this state one of the most investment
friendly state in the country.
Last but not the least, I do invite all "Friends of Bihar" and other
potential investors to invest in a big way in Bihar. This will be the most
happening state in the eastern India.

Bihar times that Mr Modi is so keen and interested to launch the brilliant

Yes,it is true, before bringing such kind of projects(as mentioned) and inviting
NRI to invest in Bihar,it is necesaary to implement Law and order,control
crime,bribe etc.
Hereditary,Biharis are really very talented but unfortunately they have been
explored very least after independence. Reason is very very clear if one see
the history of India. It is said" The boundry of Indian history starts
from Bihar and world education system also started from Bihar" but some
greedy and selfish leaders played very nicely to avoid over throwing from
the power. Now time has come and prove that "Bihar means serious business,".
We have certainly very talented and genious generation by genes. The pillar
and infrastructure of any prosperous nation based on these genes.

appreciate the move of honourable deputy Chief Minister Sushil Modi. This
itself is the sign of genious thought. Keep it up!!!

I hope and pray for the success of Nitish- Sushil Modi team . They should work to change the mindset of bureaucracy and the image of Bihar as the most corrupt and lawless state in India. Having talked to many NRBs in the USA and Canada , investment in health and infrastructure sector would pour in, given a conducive environment. Bihar and Jharkhand Association of North America( BJANA)has invited the CM/Dy. CM to visit the US and Canada in April / May ,which they should accept. Having known these two gentlemen from my days in Patna University in 1974, I know they are sincere and honest.

If
Mr. Modi or CM wants somebody to lead Bihar Rural Economic Development, I
would be more than happy to do that. I think Bihar has enormous potential
to tap for the future growth. I can able to pull resources not only from NRI
in overseas but also from different parts of India.
I would be happy if you can pass the words to Government I am willing to come
back and serve Bihar. I would not be a liability to the state rather I will

The
Biahri people are very resilient community and I am very positive that given
the environment and opportunity, they will together make a new and better
Bihar. I understand, it will take some time to bring Bihar
back on the path of develoment, but I have faith in the team of Nitish Kumar

I am sure Bihar
is in safe hands now. My advice to the ruling coalition is " REFRAIN
FROM CASTE POLITICS, APPEASEMENT OF NONE, AND JUSTICE TO ALL". I would
love to see Bihar prosper and lead from the front. Who does not want to go
back, I believe at least I do? Mr Kumar and Mr Modi has to win back the NRB's
and reverse
the brain drain and I wish them the very best.

New
initiatives by your government to modernise Bihar has been welcome news for
all Bihari NRIs. Bihar will
progress like any other part of world if your plans to improve infrastuctures
by attracting investments works
well in times to come. People are afraid to return to and invest in Bihar
because of law and order situation
and that is why dealing with beaureocratic currupt practices by transparent
official processes has to be
enforced. That transparency should start from top that is government departments
first and then downwards
oer years in gradual sustained manner.

all have high hopes from the fresh Bihar govrnment. I hope a new light dawns
on Bihar, and this government lives to its reputation. I am inetersted in
seeing frsh changes in the health sector. The word "ailing institutes"
for medical institutions in Bihar should soon be replaced with new thrust
in providing the much needed fundings and personnel recruitment.

am glad to see positive and dynamic attitude of Modi and Nitish to revitalize

Bihar,
with the largest no. of intellectuals of India on one hand and hard working
economically weaker sections on other hand, was strayed away from its glorious
path. It was in search of good leadership and team.It seems proper time has

Mr. Modi do seem honest in his words and approaches, how quickly and effectively
his words get translated in to business that remains to seen. In fact its
too early to make any opininon or comments about the fuctioning of New govt.
One thing thats very clear and beyond any doubt is the atttitute and intentions

The
circle is complete.Saw the advertisement in NDTV of Bihar Calling. I felt
proud and happy. Unemployment has led to the problem of law and order. Unemployment
has led to young bright , yet untapped minds to break laws. First priority
should be for us to have our own golden quadrilateral within the bigger quadrilateral.
Free flow of
goods, services and personnel without interruption will ignite minds to venture
into new businesses. Just a thought.....reversal of brain drain is important
as human capital is the best asset in this knowledge economic world.Will keep

I
would like to congratulate the new Bihar Govt (Mr. Nitish Kumar, Mr. Sushil
Modi, and team) for making the right early moves. Specific, clear and quick
policy decisions on Power sector, Tax rationalization for Industry and
services, revival plans for Sugar and Power Plants, collabortaion with center/
other stake-holders, and well-artculated investor-friendly utterances all
looks right on to me. This is exactly what I would have wanted the Govt to
do. Although it is too early to judge a Govt, I would still like to give 8
out of 10 to the new Govt. for
the job done in first 2 months in office. Keep it up!! We are proud to see
the right people in the leadership position at last.
"Law
and Order" is the only area where I expect Govt to do more. The Govt
has rightly declared the "law and order" as top priority, and a
pre-requisite for any investments. However, nothing concrete is visible so
far other than mere rhetoric. Time is running out. Criminals of Raghopur and
Muzafferpur incidences must be brought to justice quickly and visibly (before
the memory fades away) with full Govt might- which shouldn't be a big task.
The key question at this time is not whether crime happens, or not happens,,,but
how quickly and decisively the
criminals are brought to justice. Secondly, it might be worth-considering
an idea to create a smaller crime-free Zone quickly (Say Patna Capital region
comprising of Patna, Danapur and Hajipur). This will be less resource-intensive,
and bring confidence to people inside Bihar as well for all well-wishers residing
outside on the Govt ability to deliver on its promises.

Through the columns of Bihar Times I like to advise
Sushil Modi not to think Private Banks as his private property. These banks
will do only that which is profitable to them and any advise like Indira Gandhi
did will never
be heeded. People want service hence large amounts are being kept in these
banks by the people, that does not mean that the loans will be given on non
economic considerations. It is a wrong signal to private enterpreuner in Bihar.

I
read the comments and views expressed by a number of people and by and large
found encouraging. Analyzing the opinions, I find that there are concern for
law-n-order, infrastructures and above all the doubt on the
initiatives to be taken by "the potential NRIs".
While the law-n-order and infrastructures will have to be put in right shape
by the new government, I would like to propose a plan for the much needed
fund for this new government. Each one of us living outside of India and within
India will have no problem contributing a small sum for a development fund.
If we all contribute this small sum, I am sure it will sum up to a large figure.
A collective contribution may become a big asset for the new government. We
need to unite to make a new and bright Bihar.
This is what Chankya had done and succeeded in creating the Golden India.
We need to set "the spark" and progress will follow with lightening
speed. There seems to be no lack of creative ideas.
Therefore, I suggest Nitish and Sushil to setup a NRI/NRB contribution fund.
As soon as it is setup, I promise, I would like to be the first person to
donate $ 100/- and am sure that many NRIs will leave me far behind in this
generous contribution.

followed the entire pre election,election and post election here at bihartimes.com
& Sahara news,Bihar. It was a great relief to see Lalu ultimately out
of action or rather mis-action in Bihar!
Like many other NRIs & NRBs in particular, I too have great expectations

conference in Hydrabad. NRIs want to help or invest money in their own
state. How many Bihari Nris are going to Hydrabad conference? I could
bet not a single Bihari NRIs would invest in Bihar at this stage. If
Nitish Kumar is serious about NRIs investment in Bihar he could hold
a conference in Patna with NRIs for investment in Bihar, then he would

No
body has doubts over the honesty and integrity of Mr Nitish and Mr Susheel
Modi. But how quickly they transform their vision into reality, that has to
be seen. Law & order is going to be the biggest challenge for the current
team. We have a big no. of small and big anti social elements, who have mushroomed
during the last couple of years, right from the village level upto the City
level. Unfortunately, they have become the role models for the vast no. of
educated unemployed youths, who have nothing to do. "Rangdari" as
the new business is commonly known, has become a means of quick money, and
sorts of status symbol for the parents, as they also feel that this is the
safest way to survive with dignity and pride in the current state of affairs.
The rise of such goons in the rank and file of our current political system
has furher promoted this profession.
Mr Nitish and Mr Modi, all your development plans will go hay wire, if you
do not stop this business immidiately.
While the big names have to be eliminated, the bunch of young and misguided
youths have to be braught back to the main stream.
The
other two areas of immidiate attention are Education and Infrastructure. As
we all know that the old regime has virtually pushed to non-existant level
all the three important aspects of development , i.e., Law & Order, Education,
and Infrastructure, as it suited their political interests and ideology, correcting
them properly would be the biggest challenge for the new Govt.
Mr Nitish & Mr Modi !
Make the fundamentals correct !
No body can stop Bihar from coming up.
India has a vibrant and a growing economy, and is the10th largest economy
in the world.
We have a large no. of Biharis within India as well as out side India, who
are willing to transform their State like any other developed State in India.
You just have to provide the right platform to them.

Being
NRI, I like to see my Bihar to be counted in one of developed state of India.
I may be able to mobilize people to invest in Bihar in IT services area if
I see positive results. People like Nitish and Sushil are doing their
best to check on crime but they need to follow step wise approach. They should
have solid agenda with milestone to achieve. They need to convert their words
into actions. First they should concentrate on law and order and show results.
No business man or investors in world are going to believe words but results.
Investors think in terms of return in value with little emotions attached.
If I have been given chance to invest then first I
will assess return of my investment and if my assessment says I could get
same return from 5 states including Bihar then I will think of investing in
Bihar being my birth place. If Bihar doesn't qualify for good assessment
then I wouldn't even think of investing as it is not going to lead me anywhere.
It's very important for them to understand what NRIs want before investment
in Bihar and put a solid plan to mitigate gaps. They need to hire good and
young consultant from private company to help govt. achieving results. They
have to think out of box, they have to stop traditional thinking, they have
to work like private company where big decisions are taken over phone. They
need to develop sense of trust between officials. They need to have process
to measure performance of each and every individual and reward them accordingly.
People should be rewarded and encouraged who is doing duty beyond the call.

Like others, I also have faith in this new team. Previously, when people asked about which state I belong, I always said Lalooland (saracastically). But, now I feel pride in saying Bihar. I hope new government improves the condition of our state esp. law and order.
