Good-Performing COs to Get Promotion to DCLR, Says Deputy CM Vijay Sinha

Patna: Bihar Deputy Chief Minister Vijay Sinha on Saturday said the State government is prepared to hold talks with employees of the Revenue and Land Reforms Department who are currently on strike but made it clear that departmental targets must be met first.

Speaking to the media, Mr. Sinha said a meeting was held with employees on Friday evening, during which their primary demand — an increase in grade pay — was discussed. He assured that the government would consider their demands but stressed that the department’s performance targets cannot be ignored. March 31 Deadline for Land Record Corrections

The deputy Chief minister said a deadline of March 31 has been fixed for disposing of all pending cases related to land record corrections (parimarjan). He emphasized that the target must be achieved under any circumstances and directed officials to complete the work within the stipulated timeline.

The ongoing strike by several employees of the Revenue and Land Reforms Department has affected departmental functioning, particularly services linked to Bihar Bhumi and land-related matters.

Sinha also made a key announcement regarding Circle Officers (COs) and Deputy Collectors Land Reforms (DCLRs). He said that Circle Officers demonstrating good performance would be promoted to the post of DCLR in accordance with existing rules.

He added that a meeting was also held with DCLRs, during which they were assured of necessary facilities and administrative support.

The department’s Principal Secretary, C K Anil, instructed officials to dispose of pending cases within the prescribed timeframe and warned against unnecessary delays. He also announced that ₹50,000 each has been allocated for all DCLR courts to facilitate smoother functioning.

During the interaction, Mr. Sinha referred to action taken in connection with fake certificate cases. He said that Supaul Sadar Circle Officer Prince Raj has been dismissed from service following allegations related to forged certificates. The dismissal has received Cabinet approval. He added that investigations into complaints related to fake certificates are being expedited.

Principal Secretary C.K. Anil further announced that CCTV cameras will be installed in all Circle Offices across the State. A centralized command and control system has been established in Patna to monitor activities in these offices.

Officials have also been directed to ensure proper seating arrangements and drinking water facilities for citizens attending public grievance hearings at Circle Offices.
