Nitish Kumar Govt Announces Measures to Enhance Pedestrian Safety Across Bihar

Patna, February 21, 2026: The Bihar government on Saturday announced a series of measures aimed at improving the safety and convenience of pedestrians across the State. Chief Minister Nitish Kumar directed officials to install barricades, foot over-bridges, underpasses and mark zebra-crossings in both crowded urban centres and rural areas. In a post on X, the Chief Minister said the State Government has taken “several important decisions” to ensure dignity and ease of movement for people walking on roads.

“The Transport Department has been directed to take measures, including installation of zebra-crossings, barricades, footover-bridges and underpasses in crowded urban areas and rural areas at the earliest,” Mr. Kumar said. He added that zebra-crossings would be marked at identified locations to facilitate safer road crossings.

The Chief Minister further instructed the department to construct foot over-bridges, escalators and underpasses wherever required to improve pedestrian convenience.

The government has also ordered the identification of accident-prone zones — commonly referred to as black spots — in both rural and urban areas. These locations will be determined based on the occurrence of fatalities and grievous injuries in road accidents. At such sites, the administration plans to construct footpaths and install CCTV cameras to monitor traffic movement and assess measures aimed at reducing road accidents.

“I am fully confident that this initiative will prove to be very useful for people walking on the State's roads and their daily lives will become easier,” Mr. Kumar said.

The decision forms part of the State Government’s ambitious ‘Saat Nischay-3’ programme for 2025–2030. According to the Chief Minister, the objective of the seven resolves is “Sabka Samman-Jeevan Aasaan” (ease of living), aimed at reducing difficulties in citizens’ daily lives. The Bihar Cabinet recently approved the rollout of Saat Nischay-3 with the broader goal of transforming Bihar into a developed State. The government has already implemented two earlier phases of the Saat Nischay programme since 2015.

The pedestrian safety measures come amid rising traffic volumes and growing concerns over road safety across the State.
